I could swear to gods I rebuked that in an earlier post. Which just shows to me that not everyone fully reads each post before they reply to it.
Obama doesn't want to mandate volunteerism, like make every citizen volunteer by force. He wants to start a program where college-bound high school students can 'trade' community service for schooling. Example: the student would be required to fulfill 100 hours of community service to receive $4000 for school. $4000 is enough to pay for about one full year of school at a community college level, one full semester in a state school, or it can be used towards tuition at a private school.
He is not trying to implement mandatory community service. Obama is not trying to force us to volunteer. Should I say it again? Obama is not trying to force us to volunteer. Just make it more possible for some kids to go to college, while also bettering the nation.

Actually in the context of his speech its pretty much impossible to misinterpret what he means.
That said, I think he was probably exagerrating a bit about it being "as well-funded" as the military, as nice as that would be.
