This is The Twelve.
A group of officials who shared an interest in ICW, creatively and financially.
Known members of the twelve include:

the final three members are unknown.
The Twelve operated secretly, apparently unbeknownst to usual ICW Chairman Dave Dudley.
After the actions of The Insane Rumble 5, and the chaos that ensued, ICW was sold out several times. The Twelve was disbanded.
But apparently, a sect, if not all of the group are rumoured to still meet.
Are they discussing ICW?
Or did/do they have plans to unleash something far more sinister.
Here's the facts:
1.) ICW is publicly-shared. Dave Dudley owns the majority of the shares. There is no figurehead to speak of at the moment.
2.) JJ Hagan has been ousted as the General Manager of ICW.
3.) Mark McPhail, the head of the ICW Executive Committee and assistant GM suffered severe injuries at the hands of JJ Hagan. He is recovering at home with his family.
4.) The whereabouts of the ICW World Heavyweight Championship is unknown.
5.) The last champion, The Gladiator, has not been seen since the Insane Rumble.
6.) In fact, no ICW wrestlers have moved on to other territories.
7.) ICW still has a TV deal with a major network.
8.) ICW still employees hundreds.
9.) Philadelphia, PA is the home of the ICW Executive Headquarters.
10.) There is an open enrollment for ICW talent.
11.) Upon talent, ICW has initiated an eight-man single elimination tournament. To decide a brand new ICW World Heavyweight Champion.
12.) The one night tournament will be held when the staffing of talent reaches eight men, and brackets can begin.
